In running a fine art drawing and painting school, I know that fine art is much more defined in the art drawing and painting field. As to photography and fine art, I would describe it as technical skill of the shot giving it a classical feel to the image as well as an artistic one. A football player catching a pass is not fine art but more commercial, however that same football player shot in black and white crouching down in defeat in the rain, no we are talking fine art. That is a tough question in regards to applying the term fine art to photography.
